Authorities have been looking for Manning since issuing an arrest warrant on Dec. 9.
Clearcreek Twp. police were notified this week by Carmel, Calif., police about Manning allegedly making false claims about his military service when he applied for a restaurant job, Chief John Terrill said.
“He ran out to California and did it again,” Terrill said.
Carmel police were contacted after managers at a local restaurant where Manning briefly worked found a Dayton Daily News article on the Internet detailing Manning’s stolen valor case, Terrill said.
In a resume provided to Vision Matters, a company based in Clearcreek Twp., Manning claimed to be the recipient of two Purple Hearts, a Silver Star with a Cluster and a list of other military honors, according to police.
Manning is charged with felony theft alleging he wrote nine checks to himself for $5,466.52 without the owner’s permission. Authorities are also pursuing federal charges against him, including violations of the Stolen Valor Act of 2005.
A Warren County Common Pleas Court grand jury has not been able to consider the case since Manning has remained on the lam.
Terrill said his department presented their federal case against Manning to U.S. Attorney’s office in Cincinnati on Thursday. As for now, their main goal is to find Manning and return him to Ohio.
“If he’s in California, our warrant won’t reach him,” Terrill said, unless Ohio and California authorities work out an extradition agreement.
