Whaley said 2019 was the toughest year of her time as the city’s mayor.
The mayor said they key to each of the city’s challenges were that the residents pulled together to respond.
She said people that live in Dayton and the Miami Valley don’t wait to help each other, they step forwards without waiting to help each other and their neighbors.
