State patrol: Driver in I-70 West crash admitted fentanyl use

UPDATE @ 6:35 a.m. (Aug. 11)

A driver involved in a crash that shut down westbound I-70 for nearly two hours Thursday admitted to using fentanyl earlier in the evening, troopers said.

The driver, identified as Jeremy Hembree, 32, was booked into Montgomery County Jail following the crash.

Troopers said drugs found at the scene will be sent to the lab.

Hembree, of New Paris, will be charged with OVI and possession of drugs, troopers said. Hembree was driving with a suspended license.

The driver of the other vehicle in the crash was taken to a local hospital with injuries not considered life-threatening.

Drugged driving crashes in Ohio increased 25 percent from 2012 through 2016, according to the Ohio Department of Transportation. There were 3,574 drugged driving crashes in 2016, which accounted for about 33 percent of all impaired driving crashes, according to state crash statistics.

In fatal crashes, drug-impaired driving has for the first time surpassed drunk driving as the leading factor in crashes, according to a report issued earlier this year by the Governor’s Highway Safety Association and the Foundation for Advancing Alcohol Responsibility. About 43 percent of drivers tested in fatal crashes in 2015 had used a legal or illegal drug, the report said, surpassing the 37 percent who tested above the legal limit for alcohol, according to the report.

One of the drivers in a two-vehicle crash that shut down the westbound lanes of Interstate 70 for two hours in Clayton is being investigated as a suspected impaired driver involving drugs, said Sgt. Matt Robinson, Ohio Highway Patrol Dayton Post.

The crash involved a gold Chrysler Town and Country minivan and another vehicle.

Robinson said that while the accident is still under investigation as to which vehicle struck the other, "it looks like one of the drivers is impaired on drugs. He was not injured and was driving the minivan."

The minivan driver -- who was not hurt in the collision a witness said appeared to have occurred at 75 to 80 mph -- "did admit to narcotics use prior in the evening," the sergeant said.

"There was some contraband found in the van. Personal use amount. It was not marijuana. It appears to be an opiate of some kind."

The driver of the other vehicle has been taken to a hospital, suffering from injuries that are not life-threatening, Robinson said.

The witness, Kevin Crank of Richmond, Indiana, said he was helping people in a disable vehicle off to the shoulder on I-70 when the gold minivan moved past him at high speed. Traffic up ahead was slowing because of a construction zone, Crank said.

He said the minivan hit the other vehicle "full force, about 75 to 80 miles an hour."

Crank said he ran to the accident and helped the driver of the vehicle that had been hit. The man had some cuts, but seemed OK, Crank said.

"The impact ... sounded like a bomb going off ... glass was flying everywhere from both vehicles ... It was the worst sound I've ever heard in my life."

Crank said he glad he was there. "I'm thankful I was able to help them. And I'm thankful that guy [the man whose vehicle was struck] is alive."

UPDATE @ 8:30 p.m.:

The multiple-vehicle accident on I-70 West, in the Clayton area, has all lanes of traffic stopped at the South Diamond Mill Road underpass.

That's where the accident scene is, just before the exit to state Route 49 to Greenville.

A multiple-vehicle accident on I-70 West, in the area of Clayton, is blocking all lanes.

Fire crews are on scene and assessing the crash, which was dispatched about 7:40 p.m.

The accident scene appears to be in the area of Salem Pike. We're hearing that as many as three vehicles are involved and heavy damage is reported.

We have a crew headed there. We will update this developing report.
