According to the report, an officer was driving southbound on James H. McGee when he looked over at the car next to him and saw Elsner holding her arms up in the air while steering the car with her knees. She was sticking herself with a needle, according to the report.
The officer reported that when Elsner looked over and saw him, she pulled the needle out of her arm and tossed it at Abby in the passenger seat.
When the women were pulled over on U.S. 35, the officer said he saw Abby attempting to hide the needle in her waistband.
Both women were taken into custody and less than a gram of heroin along with various drug paraphernalia was found in the car, according to the report.
Abby was not listed as an inmate in the Montgomery County Jail on Sunday, but Elsner was being held on $3,000 bond for prior traffic warrants.
