RICHMOND, Indiana -- City council is cracking down on people who do not mow their grass. The new ordinance allows the city to fine property owners who are repeat offenders for up to $2500.  Failure to pay could result in a court appearance.  The new law also allows residents more time to clean up. They now have ten days instead of seven.  Before this new ordinance, people were issued a weed violation. If it remained unpaid, it was added as a lien to the owner's property taxes.
