The original call was that three people were trapped inside their apartment by the rising water, but police and firefighters found they needed to get everyone out of the 48-unit complex.
They are working this morning to evacuate residents and pets to a spot of dry land near the entrance. Many people are being pulled through their apartment windows.
The Red Cross has responded to aid them.
Many residents said everything was fine when they went to bed around 11 p.m., but they woke early this morning to find the high water. And it has continued to rise.
"Next thing I know, they're knocking on the door wanting to get us all out," said resident Connie Swinson, who held her small dog.
"They've done a real good job," she said of police and firefighters.
