The odd man out is Tyler Boyd, who technically is a healthy scratch after not being listed on the injury report. But Boyd has missed the last two games with a knee injury suffered Oct. 8 against Buffalo. Boyd just returned to practice this week.
Ross has played just 11 snaps this season, five the Week 2 loss to Houston and six in the Week 8 victory against Indianapolis.

Also inactive today are defensive tackle Pat Sims (calf) and linebacker Kevin Minter (elbow), who were ruled out Friday, and safety Shawn Williams, who was listed as doubtful with a hamstring.
The other inactives are offensive linemen Christian Westerman and Alex Redmond and cornerback KeiVarae Russell.

Clayton Fejedelem will start for Williams, while Andrew Billings will start for Sims. Sims played 48 snaps last week at Jacksonville after logging only 59 through the first seven games.
Rookie defensive tackle Josh Tupou, who was added to the 53-man roster from the practice squad on Saturday when Jeremy Hill was placed on season-ending Injured Reserve and kicker Marshall Koehn was waived, also is active to add depth on the line.
Rookie safety Brandon Wilson, also promoted from the practice squad Saturday, is active and expected to make his NFL debut with a role on special teams.
The Titans inactives are starting guard Quinton Spain, quarterback Brandon Weeden, wide receiver Darius Jennings, cornerback Kalan Reed, defensive back Curtis Riley, linebacker Nate Palmer and defensive end David King.
