Hall is expected to start for Adam Jones, who is inactive with a foot injury. Rookie Josh Shaw, who left last week’s game with a back injury, is expected to see significant snaps with the Steelers using frequent three-wide receiver sets.
Tackle Jake Fisher also is inactive with a concussion.
The other four inactives are healthy scratches in linebacker P.J. Dawson, defensive tackles Brandon Thompson and Marcus Hardison, defensive end Will Clarke and wide receiver Mario Alford.
It’s the second consecutive week Clarke has been a healthy scratch after playing in the first 11 games, signaling that Margus Hunt has passed him on the depth chart.
Hunt battled a back injury in the offseason and was inactive for the first seven games and nine of the first 11. But he saw his most significant action of the season last week at Cleveland, playing 24 percent of the defensive snaps.
