How can a small community get this done, but a larger city such as Dayton has to shell out more money for fewer channels?

For many years, Time Warner Cable has monopolized the cable market. Sure, we have dish options, but in inclement weather this can cause problems. I’ve received information from TW about stations threatening to “pull the plug,” and they’re asking customers to go to a web site to support TW.
Mercer County, more specifically Coldwater and St. Henry, had Time Warner and lobbied to get other options in their area. They now have a cable company that offers more channels than TW and is much cheaper. In fact, a bundle package of phone, cable and Internet is cheaper than basic cable.
How can a small community get this done, but a larger city such as Dayton has to shell out more money for fewer channels?
