Criminal complaints show investigations started in October 2016 targeting both men regarding drug trafficking and firearms offenses. Both are being held in the Montgomery County Jail and were ordered to be detained before trial.
According to the court documents, a confidential source identified Brown as a “violent drug dealer who is known to rob and shoot other drug dealers.”
Federal Bureau of Investigation special agent Robert Buzzard wrote that during a Dec. 18 live video, “Brown and one of his known associates possess handguns and make threats to shoot people.”
The complaint noted that Brown posted similar videos Dec. 19 and on Jan. 18, the most recent one which showed Brown ejecting multiple live rounds of ammunition from the Glock. All three videos were recorded by law enforcement.
The summary of probable cause showed that the FBI’s Southern Ohio Safe Streets Task Force initiated the investigation and maintained surveillance of a residence at 605 Negley Place in Dayton.
The task force spotted four people leave that residence on Jan. 18 in a green Pontiac Grand Prix with tinted windows. Dayton police patrol officers attempted to stop the vehicle, and all four occupants exited and attempted to flee on foot but were apprehended, the complaint said.
Three guns were found in the car, including a Glock matching the one shown in the videos.
During the foot chase, an officer saw Lacking drop a cell phone and a loaded Springfield Arms gun and magazine that matched the one seen in Facebook videos and photos.
The complaint noted that Brown had been convicted of tampering with evidence in a 2013 Montgomery County Common Pleas Court case.
It also showed that Lacking had been convicted in Butler County Common Pleas Court for trafficking heroin in 2008 and 2010 and a 2012 case involving burglary.
Daniel Jones, who called himself "El Chapo Jr." in a Facebook video and said he was the biggest drug dealer in Dayton during a standoff with police, is scheduled for a change of plea hearing on Feb.7.
