Without her knowing, Stockmeier said he photographed underneath her skirt, invading her privacy.
Hazelwood was charged with one count of voyeurism.
Stockmeier said employees called police. He also said employees confronted Hazelwood who ran from JC Penney to nearby the Meijers supermarket and then ran back to JC Penney’s parking lot to get into his vehicle.
Stockmeier says officers arrested him without incident. He says Hazelwood could be arraigned early next week.
