“This guy is out here flashing his stuff out in front of all these kids,” a woman told 911 dispatchers.
According to the report, the park was packed with approximately 20-25 adults and 10-15 children visiting the park around 4 p.m. Monday when the incident was reported.
Bell has previously been trespassed from the men’s shelter on South Gettysburg Avenue after he was accused of exposing himself to staff at that location, the report said.
Bell was transported to the Montgomery County Jail.
