The center’s board also discussed Jan. 23 three proposals that had been reviewed by a board committee before recommending the commission approve hiring APCO Consulting Services.
After reviewing the basic proposal, the board discussed briefly a series of study elements before recommending a package with a maximum cost of $42,620. That would include a stakeholder survey, technology assessment and a strategic plan.
The center handles emergency calls and dispatching for police, fire and EMS agencies countywide. The proposal called for a firm to review operations and policies and compare them to industry best practices.
Busch explained that the proposal was sparked by “some people expressing concerns in law enforcement about the way certain call types were handled.” Those concerns were addressed but discussions also have been held on improving fire dispatching, he said.
“We haven’t really changed much as far as the way we dispatch in 28 years. So whether it’s police, fire or anybody else, it would be somebody to say, ‘Is this the best way to do it?’” Busch said.
The consultants also would look at where improvements could be made and whether technology is being used to its fullest.
“If we haven’t changed in that amount of time, we ought to take a look at it,” County Commissioner Jack Evans said during the earlier discussion by Busch with commissioners.
For those working the streets, a paper survey would be conducted along with consultants riding and talking with personnel.
“The survey is worthwhile just because I don’t think we’ve ever had one. I would like to see feedback across the board to see if any common areas need addressed,” Miami County Sheriff Dave Duchak said.
The APCO Consulting Services quote was the lowest of the three reviewed, the center board was told.
“There’s a lot of different agencies using this system. Maybe we will get some opportunities to use it more efficiently,” Troy Fire Chief Matt Simmons said of the current dispatch set up.
Simmons said the study also would offer a look at the center’s software and hardware systems, the people and a more long-term strategic plan.
