The store's owner and an employee tried to refund Stark's money after he bought a pizza from the store that had been left for more than an hour, the report said.
But Stark allegedly said he had a .25 caliber pistol and was not afraid to shoot the store owner.
Police said Stark appeared to be intoxicated when they interviewed him, and he kept "talking about going to jail over a $4 pizza," the report states.
Stark was jailed for aggravated menacing, a first-degree misdemeanor.
