Thomas J. Moore, 31, of 2744 Upper Valley Pike, had his bond set at $1,000 bond and an arraignment hearing has been continued, according to court records.

Firefighters located Moore after knocking on several doors nearby. Court records show the child was wearing only a blue T-shirt and a diaper and had no shoes. A woman was driving south on Upper Valley Pike when she saw the child and called police.

The report alleged Moore watched as police knocked on doors but didn’t say anything to the officers about a missing child. Moore told police he works long hours and hadn’t had any sleep, the report says, and he later allegedly told them he had eight beers and a pint of vodka to help him sleep.

Moore also allowed officers inside his home, where the report says officers smelled a strong odor of urine and feces. Once inside, they allegedly found clothes, trash, food and thousands of ants and cockroaches throughout the residence. They also found cockroaches on the bed, walls and ceiling, the report says.

In the kitchen, police allegedly found piles of dead roaches and ants all over the floor, the report says.
