Estep’s home in the 9400 block of Klinger Road near Covington has been apart of the investigation by multiple agencies over the last two months, court records showed.
Court records show the local Humane Society, county dog warden and the health department have found large amounts of animal waste and numerous dead animals inside the house that authorities said is in filthy condition.
A neighbor petitioned the health department to have the house torn down.
