Mann did not enter a plea during his initial court appearance on March 27, however his attorney claimed he was not a threat to the community and that the facts will show this incident was out of character and not true.

According to an affidavit, five people witnessed the incident in the 700 block of Danner Avenue on March 25, where Mann allegedly ran over the 43-year-old female victim.

A 9-1-1 caller said she saw a man run over the victim. The caller said the woman was on the pavement, but that she wasn’t sure whether the victim was conscious.

“He ran her over ... he ran her over on purpose,” the caller said. “Please hurry up, please hurry up.”
