Purter reportedly took a winter hat and sunglasses from the Edwin C. Moses Boulevard gas station store, before running across the street and hiding behind a building.
Minutes later, he returned to Love's to buy food from a Hardee's attached to the store.
A security guard at Love’s spoke to Purter until police arrived, according to the report.
Video surveillance viewed by an officer reportedly showed Purter placing items in his pocket.
