Williams was arrested inside a house on Arbor Avenue around 10 a.m. Sunday, after a neighbor called police to report she had seen him try to enter the house, according to a police report.
Officers entered the house and heard Williams upstairs. They reportedly handcuffed him in a bedroom and found he had car keys, a knife and a plastic bag containing jewelry, the report states.
The jewelry was connected to another burglary that happened about five blocks away on Fauver Avenue.
The victim in that case said the jewelry was worth about $1,600, the report states.
