Man receives 18 years for conspiring to rob drug dealers

DAYTON — A Cincinnati man is behind bars for his involvement in conspiring to rob a Warren County drug dealer in 2009.

Elmo Bailey, 38, was sentenced to 18 years in prison by U.S. District Judge Walter H. Rice in Dayton after he plead guilty to one count of conspiracy and one count of possession of a fireman in furtherance of a crime of violence on May 13, 2010.

Bailey conspired with two other men — John Wesley Lacue III, 25, and Kenneth Carter 22, both of Cincinnati — in December 2009 to rob kilogram quantities of cocaine from drug dealers operating in the Dayton and Cincinnati metropolitan areas.

The Bureau of Alcohol, Tobacco, Firearms and Explosives orchestrated an undercover operation to catch the three men in the act in December 2009.

Bailey, Carter and Lacue met with a purported drug dealer who asked their help in robbing a house allegedly containing bulk quantities of powder cocaine. Little did the men know that the purported drug dealer was an undercover ATF agent.

Robbery logistics was discussed in the meeting, including how they would divide any cash or narcotics recovered during the robbery.

The three men met again on Dec. 15, 2009, to execute the robbery all under Bailey’s direction. With masks and two firearms with them, Bailey, Lacue and Carter were arrested by ATF agents upon arrival of what they thought was a drug house in Warren County.

Lacue and Carter plead guilty to the same charges. Lacue was sentenced to 96 months in prison while Carter was sentenced to 78 months in prison.
